11. RESPONSE TO SHIPBOARD EMERGENCIES
11.1.1. General
(a) This plan describes the activities of the shore-based organisation that shall take care of the Company's duties in an emergency situation.
(b) The Emergency Organization is an integrated part of the Company's operational and technical management.
(c) The emergency/contingency plan is primarily meant to be a guide for the shore management when preparing itself for the handling of unexpected situations.
11.1.2. Accident Prevention Philosophy
The Top Management firmly believes that:
- (a) Accidents on board ship can be prevented by a management committed to safety;
- (b) Such commitment must come from everyone in the Company, whether ashore or afloat;
- (c) Such management of safety:
- • Prevents human injuries and loss of life,
- • Prevents unnecessary loss of property, and
- • Avoids damage to the environment;
- (d) Management of safety and environmental protection on board improves operational efficiency and commercial viability.
11.1.3. Emergency Response Room
- (a) TFR (Task Force Room) is in the office premises.
- (b) There are separate dedicated telephone numbers besides normal company contact numbers to be used in case of emergency.
- (c) These numbers shall be provided to the concerned parties in case of emergency and when TFR is manned.
- (d) TFR is equipped with dedicated Fax line and machine, Internet connections including office emailing system, TV/video facility, printer, and necessary documents and formats.
- (e) Administration group is responsible for keeping TFR in the state of readiness at all times.
11.1.4. Emergency Response
(a) Each PIC shall have Initial Report (ECP-09-03A) format available with him outside office hours at all times as the vessel shall provide vital initial information as per this format.
(b) On receipt of an emergency call from a vessel requiring manning of TFR, PIC shall immediately inform his group GM (or alternative in case GM is not contactable) and rush to the office.
(c) Group GM or the alternative shall thereafter inform the DP of the situation who shall then take a decision to activate CART (Casualty and Accident Response Team), as required.
(d) The entire CART members shall then assemble at TFR (Task Force Room) soonest possible.
(e) TD shall also initiate an online meeting for the attendees not available to reach the TFR
11.1.5. Action by CART
(a) Action by CART shall be based on
- Assessment of the situation
- Handling of emergency situation by shipboard staff
- External Assistance
- Informing the external parties
(b) Task Force Team under CART has designated responsibilities for the above actions.
(c) If circumstances require, the following parties shall be informed as applicable:
- (i) Main Rescue Centre to be notified and kept updated.
- (ii) Underwriters, P&I Club and other relevant parties shall be informed and involved as deemed necessary.
- (iii) Authorities shall be notified depending on the actual situation.
- (iv) Charterers to be informed according to charter party clauses or their written instructions.
- (v) Information to next of kin shall be through the manning companies.
- (vi) The Company shall ensure that the head of the manning company visits the home of the deceased along with a priest or a counsellor to break the news to his family.
- (vii) Inform Qualified Individual, US when required.
- (viii) Arrange for shore D&A testing of seafarers in case of serious marine accident within 32 hours.
- (ix) In any case alcohol testing devices on board or available for use within two (2) hours of the occurrence.
(d) All incoming and outgoing information of importance for the Emergency shall be documented by the designated task force personnel.
11.2. RESPONSE TO OFFICE EMERGENCIES
Company Security Plan (CSP) to be referred.
11.3. SHIP / SHORE EMERGENCY DRILL
(a) Company has the policy to conduct an annual Ship / Shore Emergency drill with each type of ship in the fleet.
(b) Office CART shall be activated.Additionally, the TD of the respective Group shall initiate an online meeting for the attendees not available to reach the TFR and/or located outside to join the drill remotely.
(c) External agencies such as QI, Class Emergency Services, Manning Agent, Flag State Charterers and Consultants are also involved including mobilization of resources if required as per the kind of drill.
(d) In order to verify the condition and efficiency of the communication system, such drills shall be carried out outside the normal office hours as far as practical.
(e) Vessel in open sea and ship staff on leave may also be utilized during such drills, if required.
(f) Minutes of the drills shall be prepared using the format (ECP-11-00A) and feedback received from each participant shall be documented in it.
(g) Amendments to SQEMS and / or other procedures shall be conveyed to SMC for effecting the changes.
11.4. EMERGENCY COMMUNICATIONS DETAILS
